History
NICE actually began as a doctoral project of Marianne Handler. She felt that technology leaders needed to have a vehicle for networking so she brought together a group of teachers and coordinators at the NCISC (North Cook Intermediate Service Center) for monthly meetings where we shared ideas and concerns. About the same time, ICE, which held general meetings in Lombard on Saturday mornings, developed the idea of dividing its membership into Chapters, which would hold their own smaller group meetings. As you have guessed, Marianne's networking group became the basis for NICE, since they were all members of ICE. John Sonnenberg came up with the name NICE which, of course, was the springboard for other ICE chapters...SPICE, MICE, RICE, DICE, etc. NICE took volunteers for officers...and that is how Nancy Akred became the first President, with the stipulation that Marianne Handler would succeed her as soon as she finished her doctorate. NICE was small but mighty in the beginning, and it has certainly come a long way in both program offerings and size. Past presidents - Nancy Akred, Marianne Handler, Darlene Andre, Frada Boxer, Terry Slocum, Allan Stern, Bonnie Thurber, Linda Anstine, Chris Hansen, Phyllis Geren, Lori Abrahams, Penny Swartz, Dick Marchessault, Pat Haughney, Tom Donovan, Barney Ricca, Pat Reich, Judy Gressel and Michelle Russell.

The name of the corporation shall be Northern Illinois Computing Educators, Affiliate of Illinois Computing Educators. It will be a not-for-profit charitable and educational corporation | |

Membership is open to any person or organization that has an interest in the instructional use of computers and technology and who also subscribe to the stated purpose of (NICE). SECTION 1: CURRENT MEMBERSHIP Active membership will be limited to those persons whose dues are paid for the current membership year in both ICE and NICE. SECTIONS 2: AFFILIATES Affiliates (special interest groups) may be formed within NICE but must subscribe to the Constitution and Bylaws of NICE. |

SECTION 1: OFFICERS The officers of NICE will be President, President-Elect, Immediate Past President, Membership/Treasurer, and Secretary. SECTION 2: EXECUTIVE BOARD The Executive Board will consists of President, President-Elect, Immediate Past President , Membership/Treasurer, Secretary, and chairpersons of the standing committees. SECTION 3: VACANCIES Any Executive Board position which becomes vacant will be filled by Executive Board appointment. |

Election of the officers will occur annually. It will be accomplished at a general meeting as directed by the Executive Board. |

SECTION 1: PROCESS Amendment(s) to the NICE Constitution must be submitted in writing at least 30 days prior to the next scheduled meeting of the Executive Board. Members will vote on the amendment(s) at the next general meeting. SECTION 2: VOTING The Constitution of NICE may be amended by a two-thirds majority of those members voting. |

I. Voting |
SECTION 1: VOTING A person interested in the educational use of computers and technology may become an individual member of NICE upon payment of the annual state and local dues. SECTION 2: TERMINATION OF MEMBERSHIP A membership terminates upon expiration of the state and local dues. It may also be terminated by the request of the individual or by a two-thirds vote of the Executive Board of NICE. SECTION 3: DUES Dues for members shall be proposed by the Executive Board and approved by a vote of the members in attendance at a general meeting. SECTION 4: NONLIABILITY OF MEMBERS No member of NICE shall be personally liable for the debts, liabilities, or obligations of NICE. |

SECTION 1: BIMONTHLY MEETINGS The bimonthly meetings will take place at dates, times, and places specified by the Executive Board. Members will be notified prior to the meeting. SECTION 2: SPECIAL MEETINGS Special meetings, for any purpose, may be called by the President upon consultation with the Executive Board. SECTION 3: VOTING RIGHTS At any meeting of NICE each individual voting member will have one vote. Proxies will not be accepted. SECTION 4: QUORUM A quorum of the Executive Board will consist of three members present. SECTION 5: DELEGATION OF DUTIES Whenever a member of the Executive Board is absent, the President or Acting President may deem it desirable to delegate the power and duties of that board member to another voting member(s) for a specified, limited period of time. |

SECTION 1: POLICY The Executive Board will establish policies based on established goals. SECTION 2: BUDGET The Executive Board will establish a budget. SECTION 3: MEETINGS The President will convene the Executive Board as necessary, or three-fifths of the Executive Board will also have the authority to convene the Executive Board. SECTION 4: NONLIABILITY OF EXECUTIVE BOARD No Executive Board member of NICE shall be personally liable for the debt, liabilities or obligations of NICE. |

Only voting members may hold office. They may hold one and only one office, whose term will be determined below. Their duties will include, but not be limited to: SECTION 1: PRESIDENT Shall serve for one membership year as President and become Immediate Past President the following membership year. Shall be the administrative head of NICE. Shall convene the Executive Board as needed. Shall preside at all meetings. Shall enforce the NICE Constitution and Bylaws. Shall appoint Standing Committee Chairpersons. Shall appoint ad-hoc committees as necessary. Shall acquaint the President-Elect as completely as possible with the position of President. Shall provide an agenda to the Secretary for all meetings. Shall be a member of the Executive Board. Shall be responsible for one program during the year. SECTION 2: PRESIDENT-ELECT Shall serve one membership year and serve as President the next year. Shall serve as an assistant to the President. Shall, in the absence of the President, have all powers and prerogatives of the President. Shall, in the event of a vacancy in the Presidency, become President to fill the unexpired term. Shall represent NICE at the direction of the President. Shall represent NICE on the State Board. Shall be an ex-officio member of all standing committees. Shall be a member of the Executive Board. Shall be responsible for one program during the year. SECTION 3: IMMEDIATE PAST PRESIDENT Shall serve one membership year. Shall serve as the Chairperson of the election committee. Shall serve in an advisory capacity to NICE. Shall be member of the Executive Board. Shall be responsible for one program during the year. SECTION 4: MEMBERSHIP/TREASURER Shall serve one membership year. Shall devise ways and means of promoting membership. Shall keep a record of all membership. Shall issue membership ID cards. Shall provide the Secretary with mailing labels. Shall have custody of all NICE funds. Shall keep track of all meeting and membership receipts. Shall receive all monies due. Shall keep full and accurate accounts of receipts and disbursements. Shall make all disbursements by check. Shall deposit all NICE monies and other valuable effects in the name and to the credit of NICE in a depository or depositories designated by the Executive Board. Shall be a member of the Executive Board. Shall report the condition of the treasury as directed by the the Executive Board. Shall assist the Executive Board in preparation of the annual budget. Shall prepare the annual Internal Revenue Service Report. May be bonded by the direction of the Executive Board. Shall be responsible for one program during the year. SECTION 5: SECRETARY Shall serve one membership year. Shall record the minutes of all meetings of the Executive Board. Shall handle all correspondence of NICE as requested by the President. Shall provide meeting notices for Executive Board meetings and general membership meetings. Shall notify the Newsletter and Bulletin Board Chairpersons of ICE of scheduled meetings. Shall be a member of the Executive Board. Shall be responsible for one program during the year. |

Only voting members may chair standing committees. They may hold one and only one office, whose term will be one membership year. Their duties will include, but not be limited to: SECTION 1: WEBMASTER Shall coordinate and maintain efficient access to information and software from a NICE web site. Shall maintain timely information about chapter meetings, executive board meetings, and other information as deemed appropriate by the NICE Executive Board. Shall keep membership informed of new Internet software tools. Shall keep costs within budget constraints established by NICE Executive Board. Shall be a member of the NICE Executive Board. Shall be responsible for one program during the year. SECTION 2: ELECTION COMMITTEE Shall be chaired by the Immediate Past President. Shall consist of 4 members of NICE, not including the officers. ficers for the ensuing year to be voted upon by the general membership. SECTION 3: NEWSLETTER EDITOR Shall coordinate the publication of a newsletter or meeting notification to be sent to the membership prior to each meeting. Shall obtain membership lists from the treasurer to determine current newsletter distribution. Shall work with the President-Elect to produce the program for the annual mini-conference. Shall coordinate newsletter items between NICE and ICE. Shall be a member of the NICE Executive Board. Shall be responsible for one meeting each year. |

SECTION 1: AUTHORIZATION An Affiliate Group(s) (special interest group(s)) may be created by a two-thirds vote of the Executive Board. SECTION 2: DISSOLUTION An Affiliate Group(s) may be dissolved by a two-thirds vote of the Executive Board. |

SECTION 1: CHECKS, DRAFTS, ETC. All checks, drafts, and other orders for the payment of money, notes, or other evidence of indebtedness issued in the name of NICE, will be signed by two members of the Executive Board or by an appointed agent of NICE. SECTION 2: DEPOSITS All funds of NICE not otherwise employed will be deposited from time to time to the credit of NICE in such banks, trust companies, or other depositories as the Executive Board may select. SECTION 3: RESTRICTED FUNDS Funds contributed for a specific activity or project shall be treated as restricted funds and expended for the specific activity or purpose only. |

SECTION 1: NONDISCRIMINATION NICE will not discriminate because of race, color, sex, creed or national origin in any of its activities. SECTION 2: ORDER OF BUSINESS The Executive Board will determine its rules for the order of business at its meetings. SECTION 3: AMENDMENTS These Bylaws may be altered, amended or repealed and new Bylaws may be adopted by the two-third vote of the general membership at any regular meeting. Written notice must be given 15 days prior to the meeting. This written notice must include both the current and proposed changes. SECTION 4: MAILING LISTS No mailing list will be given or sold to any person, group or business unless permission is granted by the Executive Board. SECTION 5: DISSOLUTION Should dissolution become necessary, the Executive Board will plan for and disburse financial and material assets to another not-for-profit corporation or educational institution. |
